Strengthening Maritime Trade: Tradian and the IMO FAL Convention
Compliance with the IMO FAL Convention represents more than a regulatory milestone; it is a symbol of the Maldives’ readiness for a new era of digital trade.
Tradian is the Maldives National Single Window system that continues to advance the Maldives’ trade ecosystem by digitising and streamlining processes that connect government, industry, and global partners.
One of the most significant milestones in this journey is ensuring that the Maldives becomes fully compliant with the International Maritime Organization’s (IMO) Convention on Facilitation of International Maritime Traffic, better known as the FAL Convention.
As part of this effort, Tradian is developing the Vessel Declaration service. This service is a key digital component that will enable shipping agents, vessel operators, and government agencies to exchange information swiftly, accurately, and securely.
Once this service is launched, the Maldives will take a major step forward in aligning its maritime operations with international standards.

What is the IMO FAL Convention?
The IMO FAL Convention was established to simplify and harmonise the documentation and procedures required for ships entering and leaving ports worldwide.

Under this convention, member states are encouraged to adopt electronic systems for data exchange, replacing traditional paper-based processes.
This digital transition helps ports and shipping stakeholders save time, cut administrative burdens, and improve the accuracy and traceability of maritime data.

Why Does it Matter?
As a maritime nation, the Maldives relies heavily on sea transport for trade, logistics, and economic connectivity.
Ensuring compliance with the IMO FAL Convention is therefore essential, not only to meet international obligations, but also to strengthen the country’s position in global trade.

When Will We Become Compliant?
The Maldives will achieve compliance with the IMO FAL Convention once the Vessel Declaration service officially goes live on Tradian.
This service is currently in development and undergoing testing with relevant authorities and stakeholders.
Through Vessel Declaration, all information related to a vessel’s arrival, departure, crew, and cargo will be handled digitally, meeting the FAL Convention’s requirements for electronic data exchange.
This marks a decisive move away from manual paperwork and fragmented processes, towards a fully digital maritime clearance system.
