The Tradian Experience So Far

This article reflects on the Tradian experience so far and the changes it has brought to Maldivian trade.

Tradian, the Maldives’ National Single Window for trade, was launched to unify and streamline trade-related services provided by Cross-Border Regulatory Authorities (CBRAs). 

It marks a major milestone in the country’s trade modernisation journey, simplifying processes, improving transparency, and enabling seamless integration with regional and international single window systems.

By consolidating services under a single digital platform, Tradian gives traders, businesses, and government agencies a clear, efficient gateway for managing import, export, and transit activities. 

After extensive testing, user feedback, awareness sessions, and training programmes, Tradian went live on 20 April 2025, initially providing sea-based import and export services. The services of Tradian Phase I have also fully transitioned to Tradian as of 21 September 2025. 

Since then, both adoption and impact of the platform have grown steadily in the local trade community. 

This article reflects on the Tradian experience so far and the changes it has brought to Maldivian trade.

Tradian in Numbers

Since launch, Tradian has seen consistent engagement from the trade community:

  • Registrations

    • Importers & Exporters: 10

    • Freight Forwarders: 112

    • Shipping Agents: 76

    • Vessel Registrations: 161

  • Submissions

    • ETA/ETD: 372

    • Bills of Lading (BL): 12,693

  • Training Programmes

    • CBRA training sessions: 17 sessions with over 250 participants

    • Private-sector sessions: 23 sessions with more than 290 participants

These numbers underscore the platform’s adoption and the strong efforts made to support stakeholders during the rollout.

Phase I of Tradian

Tradian follows a carefully structured implementation strategy to ensure seamless adoption and minimal disruption. Each phase expands the system’s capabilities, integrations, and services.

Phase I laid the foundation for Tradian’s ecosystem by integrating the main agencies responsible for import/export operations. These include:

CBRAs onboarded in Phase I:

  • MINDCo (Operator)

  • Maldives Customs Service (MCS)

  • Ministry of Defence (MOD)

  • Ministry of Economic Development & Trade (MOEDT)

  • Maldives Ports Limited (MPL)

  • Ministry of Transport & Civil Aviation (MOTCA)

  • Ministry of Finance and Planning 

  • National Centre for Information Technology (NCIT)

  • Port Health

  • Immigration

  • Maldives National Defence Force (MNDF)

Functionalities added:

  • Vessel Registration

  • Arrival Reports ETA / ETD

  • Sea Manifest Submission

  • Flares and Fireworks Import Permit (Coming soon)

This phase established the operational baseline for digital trade in the Maldives.

Transitioning to Tradian

During the initial rollout, selected services continued to run in parallel with existing systems. However, as the platform matured, the government introduced a phased transition to ensure consistency and drive full adoption.

Since 21 September 2025, the registration process for freight forwarders and shipping agents is exclusively available through Tradian.

This consolidation is a key step in the Maldives’ wider digital transformation agenda. By placing core maritime services under one platform, the government is enabling:

  • Greater efficiency, as users no longer need to navigate multiple systems

  • Faster workflow management, especially for shipping agents and freight forwarders

  • Reduced fragmentation, minimising delays and administrative duplication

  • Better interoperability, strengthening links with international single window systems

The shift reflects the Maldives’ commitment to transparency, operational efficiency, and stronger global trade alignment. 

The transition also reflects the government’s ongoing goal to achieve full compliance with the WTO Trade Facilitation Agreement, which aims to improve the movement, release, and clearance of goods, and to minimize import, export, and transit formalities.

Vessel Declaration

One of the key services currently being worked on is Vessel Declaration. Every foreign-going vessel entering or leaving Maldivian waters must apply for this service. This service was made to ensure that authorities have full visibility of the people, goods, and potential risks on board.

A Vessel Declaration submission usually records crucial details such as hazardous cargo, security and health information, WHO-monitored disease alerts, and sanitation issues like rats or recent illnesses. It also includes full passenger and crew lists, along with crew effects and ship stores.

Vessel Declaration is a vital function of trade because it strengthens national security, safeguards public health, protects the environment, and ensures ports can operate smoothly and efficiently.

This service is being digitalised and prepared for full integration into Tradian as part of His Excellency President Dr Mohamed Muizzu’s national digitalisation strategy, Maldives 2.0. It is currently in the testing and dry-run phase.

Once the Vessel Declaration service comes to Tradian, the platform will have taken major strides to make the Maldives compliant with the IMO FAL Convention, which was established to simplify and harmonise the documentation and procedures required for ships entering and leaving ports worldwide. 

Phase II

Phase II will extend Tradian’s scope beyond sea cargo and core trade functions, bringing in aviation-related services, regulatory permits, and additional digital processes.

Phase II CBRAs include:

  • Ministry of Construction, Housing & Infrastructure (MOCHI)

  • Ministry of Tourism & Environment 

  • Maldives Airports Company Ltd. (MACL)

  • Maldives Food & Drug Authority (MFDA)

  • Ministry of Fisheries & Ocean Resources 

  • Ministry of Agriculture & Animal Welfare 

  • Ministry of Islamic Affairs

  • Health Protection Agency (HPA)

  • Directorate of Aviation Security Administration (Ministry of Defense)

  • Maldives Customs Service

  • Maldives Civil Aviation Authority

New functionalities:

  • Expanded Customs Declaration submissions

  • Airline Registration

  • Air Manifest services

  • Electronic Delivery Order

  • Duty exemptions or waivers

  • Digital licences, permits, and certificates (LPCOs)

This phase ensures that both air and sea trade processes operate within one unified ecosystem.

As Tradian continues to evolve, its focus remains on expanding capabilities, improving user experience, and strengthening the Maldives’ position in global trade networks. 

Key developments on the horizon include:

  • Launch of the Vessel Declaration service, once testing and stakeholder preparation are complete

  • Progressive rollout of Phase II, bringing even more services and sectors into the Tradian ecosystem

  • Ongoing training and capacity-building, ensuring traders and agencies fully benefit from the platform

Tradian represents more than a technological upgrade. It is a transformational shift in how the Maldives conducts trade, enhancing efficiency, compliance, and collaboration across the nation’s critical trade ecosystem.
